We are looking for a highly skilled Technical Business Analyst with expertise in data quality and process improvement to join our team for a 6-month contract (with the potential for extension). This role will support a government entity focused on providing job seeker retraining and job matching services. The successful candidate will be instrumental in analyzing and improving data flows, documenting processes, and enhancing the technical architecture that supports the entity's operations.
Required Skills & Qualifications:
- Project Management: Strong project management abilities, with a proven track record in planning, executing, and monitoring projects. Experience managing cross-functional teams and meeting deadlines.
- Data Flow & Process Analysis: In-depth experience in analyzing and documenting business processes and data flows to identify areas for improvement.
- Technical Architecture: A solid understanding of technical architecture and how it supports business operations and data management.
- Data Quality Management: Ability to implement and lead data quality improvement initiatives ensuring the accuracy, completeness, and consistency of data.
- Controls & Access Management: Experience in developing and enforcing data security, access controls, and compliance measures for sensitive data.
- Collaboration: Excellent interpersonal and team collaboration skills, with the ability to work effectively with both technical and non-technical stakeholders.
- Reporting & Data Analysis: Strong analytical skills, with experience in using data to generate reports and drive business decision-making.
- Communication: Exceptional communication skills, with the ability to explain complex technical concepts clearly to non-technical stakeholders in both English and Arabic.
Key Responsibilities:
As a Technical Business Analyst, you will support the government's mission to enhance job seeker services by improving data quality, analyzing data flows, and optimizing business processes. Key responsibilities include:

Data Flow Analysis:
- Analyze and map existing data flows related to job seeker retraining and job matching services.
- Identify inefficiencies or gaps in data collection, processing, and reporting, and recommend improvements to enhance data quality and workflow efficiency.

Process Documentation:
- Document business processes that involve data creation, management, and reporting across various departments.
- Create clear, comprehensive process maps that highlight data dependencies, workflows, and system interactions.

Technical Architecture Understanding:
- Gain a thorough understanding of the technical architecture supporting data management and generation.
- Provide insights into how the data architecture can be optimized to improve business processes and enhance data flow and reporting.

Controls & Access Management:
- Develop and document access control policies and procedures to ensure data security and regulatory compliance.
- Identify and address any existing gaps or weaknesses in access control or data security processes.

Data Quality Improvement:
- Design and implement strategies to improve data quality, ensuring that data used across the organization is accurate, consistent, and complete.
- Collaborate with teams to define and enforce data quality standards and metrics, regularly monitoring data integrity.

Process Improvements:
- Work with business stakeholders to propose process optimizations that ensure data is effectively captured, processed, and used for reporting and decision-making.
- Recommend enhancements to existing workflows to improve the accuracy and timeliness of data.

- Ensure that all data-related processes comply with governmental data governance standards and data security regulations.
- Maintain awareness of changes in regulations and ensure that processes are updated accordingly.

- Work closely with technical teams, management, and other departments to align on process improvements, data management best practices, and control implementations.
- Collaborate with cross-functional teams to ensure data flows are well understood and optimized.
